Can anyone explain how this is possible?

Same email. 1 recipient that gets the email forwarded to the 2nd recipient. Same domain.

First one is not categorized as spam but updates.... when forwarded it gets classified as spam.

Anyone have a clue how that happens and whats involved here?

We would need to see the headers of both emails. Because one was forwarded, it would be evaluated and scored separately.  You can private message me the headers.  The logs for those two would be helpful as well.

We have forwarding disabled.  When user2 needs to receive email for terminated user1, we do the following:

-- Rename user1 to user1_archive.
- Create an alias for user1 that points to user2
- Configure User2 with Outlook connections to her own account and user1_archive.

We should also disable SMTP In fro user1_archive, to protect from spammers stun long on the account, however unlikely.

I think this approach will be processed as one delivery step rather than two, so your current problem will be avoided and the processing time will not be wasted.
Its active accounts. User 1 is home on leave. User 2 needs to see his emails but is not connected to User 1's account.

Remember that this is intended behavior.    User feedback drives the filing formula for that user.   As soon as different users have different patterns in their feedback database, disposition should be different for different users.   At present, user feedback rolls up the the global model, which is intermittently deployed to every client site.   I assume that somewhere in the future, they will have patterns for domain admins and system admins as well.  Eventually, I also expect that the domain admain will be able to tell Spamfoo, "We don't want any messages from executive recruiters," and Spamfoo will know what you mean without seeing as many patterns.

But Rome was not built in a day.   Spamfoo needs some revenue coming in so that they can build those extra layers of sophistication.
