Routing Rules Not working on Gateway

Hi,

  According to documentation Routing Rules created by System Administrator works at the spool level, so I would think they should be triggered when containsLocalDeliveries: False

  So it shouldn't matter if it is an inbound/outbound gateway with no domains or users.

  Nothing I read otherwise mentions this won't work as intended.

*UPDATE* I got them to work when I selected Outbound for the "Messages to Scan". I doesn't work for Inbound on the Inbound Gateway Server.
