EWS mail completely broken in macOS Sierra Mail App

I added a new Exchange account and it shows the inbox mail but it will not load new messages. Something seems hard broken in Mac OS Sierra and SM EWS (15x 6095 Enterprise).

I have an existing Exchange Account (EWS). I see same behaviour. Any new mail does not show , however if you close and open Mail App the new mail then shows.

Same version of SM
